2. Technology
The technology used to run and maintain the site must be adequate. This means the programming languages used to create- the site should be stable and efficient. Anyone who owns a computer knows that things change all the time. You have to upgrade this, get a patch for that and buy new software. Nothing is perfect, but you try your hardest to make it as close to perfect as possible.
You need reliable hardware and a hosting company you can trust to make sure your site runs.
